What is the VIP Cash Grant?

The VIP Cash Grant is a discretionary government investment incentive awarded by an individual decision of the Hungarian Government rather than through a standard grant call. What does „individual government decision” mean?

Unlike traditional grant schemes, the VIP Cash Grant is not awarded through an automatic scoring system or a published competitive call. Each investment project is assessed individually, taking into account factors such as:

  • economic impact,
  • number and quality of new jobs,
  • technological sophistication,
  • contribution to innovation,
  • regional development,
  • and the strategic importance of the investment for the Hungarian economy.

The final decision is based on negotiations between the investor and the Hungarian Government.

How does the VIP Cash Grant differ from traditional grant programmes?

The key difference is that the VIP Cash Grantis not a standard application-based funding programme. Instead, it is a negotiated investment incentive tailored to the specific project.

Which investments are eligible for VIP Cash Grant?

  • long-term economic impact,
  • and compliance with EU State aid rules.

Can SMEs receive VIP Cash Grant?

Yes.

Small and medium-sized enterprises (SMEs) may also qualify for the VIP Cash Grant. However, in practice the programme mainly supports larger strategic investments.

For SMEs, it is particularly important to demonstrate the project’s strategic relevance, innovation potential and measurable economic impact.

How much funding can be awarded?

There is no predefined grant amount.

The level of support is negotiated individually and depends on several factors, including:

  • total investment value,
  • eligible project costs,
  • project location,
  • applicable regional aid intensity,
  • and the relevant EU State aid regulations.

Each project is evaluated on its own merits.

Is the VIP Cash Grant non-repayable?

Yes.

The VIP Cash Grant is awarded as a non-repayable cash subsidy.

However, the beneficiary must fulfil a number of contractual obligations. Failure to comply with these commitments may result in partial or full repayment of the grant.

How long does the approval process take?

The duration varies depending on the complexity of the project.

From the initial discussions to the final government decision, the process typically takes anywhere from several weeks to several months and includes financial, legal and technical due diligence.

When should the application process begin?

Companies are strongly advised to start discussions before making any irreversible investment commitments.

Can the VIP Cash Grant be combined with other incentives?

In certain cases, yes.

The VIP Cash Grant may be combined with other Hungarian or EU funding programmes, provided that the combined aid intensity remains within the limits established by EU State aid legislation.

What obligations does the beneficiary undertake?

Recipients of the VIP Cash Grant typically commit to:

  • implementing the approved investment,
  • maintaining the investment for the required period,
  • meeting employment and/or payroll commitments,
  • achieving agreed revenue or operational targets where applicable,
  • submitting regular monitoring reports,
  • and complying with the conditions set out in the grant agreement.

When is the VIP Cash Grant not the right solution?

  • investments involving prohibited relocation of activities within the European Economic Area (EEA),
